Welcome to Children’s Services in the Rainy River District!

The early years are important.  A child's brain and body develop very quickly in the first years of life.  The experiences children have in early childhood have a lasting effect on their health and well-being.

We are committed to providing programs and services that enhance opportunities for early childhood development and that support healthy families.  We achieve this by working with community partners to invest in and promote an  affordable, accessible, responsive, and high quality early years system.  

The Rainy River DSSAB has responsibility for the District’s family resource, early learning, and child care system for children from birth to 12 years of age which includes the following:


New Child Care and Child and Family Centres

The Rainy River District Social Services Administration Board (RRDSSAB) is pleased to be partnering with the Rainy River District School Board and The Northwest Catholic District School Board to create several new child care centres and child and family centres throughout the district over the next two years.  New child care centres are being built in Rainy River, Emo, Fort Frances and Atikokan and new child and family centres are being constructed in Rainy River and Atikokan. 

The RRDSSAB will be directly operating these new centres.  This means that the staff of the centres will be employed by the RRDSSAB and those parents and caregivers who wish to enrol their children in these centres will be required to register directly with the RRDSSAB. 

The first child care centres to open will be the two new centres in Fort Frances.  The centres are going to be located at 755 Flinders Avenue (co-located with St. Mary School) and at 528 Second Street East (co-located with Robert Moore School) and are scheduled to open in September 2019.

Co-locating child care centres with schools helps to build strong partnerships between child care programs, before-and-after school programs, and school board programs in order to support children’s learning and well-being.  Though the child care centres are part of the school building the centres will have their own designated, licensed space within the school.  This means that the centres have their own secure entrances, program rooms, outdoor play areas, offices, and kitchens.  Children enrolled in the before-and-after school and full-day school age programs will use classrooms and other spaces within the school. 

Child Care Programs

Hours of Operation:  7 AM – 6 PM, Monday to Friday

755 Flinders Avenue is going to be licensed for children aged 18 months to 12 years.

  • Toddlers: 18 months to 2.5 years
  • Preschoolers: 2.5 years to 3.8 years
  • School Age: 3.8 years to 12 years

528 Second Street E. is going to be licensed for children aged 0 – 12 years. 

  • Infants*: 0 months to 18 months
  • Toddlers: 18 months to 2.5 years
  • Preschoolers: 2.5 years to 3.8 years
  • School Age: 3.8 years to 12 years

*Note:  The infant program at this site is anticipated to open January 2020.

How to Apply for Care

We are beginning our child care wait list for the new Fort Frances centres as of May 2019.  Parents and caregivers can place children on the wait list by completing the Child Care Wait List Form.  Forms can also be picked up at the RRDSSAB office located at 450 Scott Street, Fort Frances between 8 AM – 4 PM (office closed from 12 PM – 1 PM) from Monday to Friday.

Completed wait list forms can either be e-mailed to reception@rrdssab.on.ca or dropped off to reception at 450 Scott Street during regular business hours.

Families can place children on the wait list for child care at the new Fort Frances centres at any time.  However, priority on the wait list will be given until June 14, 2019 to families with children either currently enrolled in or on the wait list for care with a licensed full-day child care centre in Fort Frances.  After this date child care applications will be processed on a first-come, first-served basis.

Please note that placing your child on the wait list does not guarantee your child a spot in a child care centre. 

Registration will take place in July for families that are notified their children have a spot in child care.  At this time families will be required to complete a registration package.

Applications for child care centres in Rainy River, Emo and Atikokan are not being accepted at this time.  Details regarding the enrolment process for these centres will be posted to our website at a later date.
