Canada-Ontario Housing Benefit (COHB)

The Canada-Ontario Housing Benefit (COHB) is a financial assistance program that helps eligible households pay for rental costs in Ontario. Unlike traditional rent-geared-to-income (RGI) housing, this benefit is portable, meaning recipients can use it anywhere in the province.

Who is Eligible?

To qualify for COHB, applicants must:
Live in Ontario
Be on or eligible for the Centralized Waiting List for rent-geared-to-income (RGI) housing
Not already be receiving other rental assistance (e.g., RGI or another housing benefit)
Households receiving social assistance may qualify for a different COHB calculation

How Much is the Benefit?

The COHB helps cover the difference between 30% of a household’s income and the average market rent in their area.
For those receiving social assistance, the COHB will fill the gap between their shelter allowance and their actual rent and utilities (up to a maximum benefit).

The benefit is based on:

  • Household income
  • Household size
  • Local rental market prices

Annual Review:

  • The benefit is reviewed every year using income tax information.
  • It may increase or decrease based on changes in income, household size, or location.

How to Apply?

To apply for COHB, individuals must complete an application with an intake worker at the District of Rainy River Services Board.

Applications are only accepted while funding is available.
Annual Renewal:

  • Renewal applications are sent out in May and must be returned by September 1.
  • Failure to submit renewal forms will result in loss of benefits.

Key Benefits of COHB

Flexibility: Use the benefit anywhere in Ontario.
Supports Priority Groups: Survivors of domestic violence, seniors, Indigenous persons, those at risk of homelessness, and people with disabilities.
